Generally they would be used to attach 40 mike pouches on, sidearm mags and the likes, but can attach anything you are willing to put up with!
These drop leg panels are designed to hang off a battle belt (not included) and strap around your thigh. This is done with a quick release thigh strap and you can adjust the height of how high it is riding. The back has a second row of loops you can swap the thigh strap into in order to change height.
